InterimGovCo would then assume the valuable contracts currently held by Halliburton, et. al., including that with the United States Govenment which provides both a market for and security to the current contract holders at no cost to them. InterimGovCo would provide all figureheadery and ancillary functions. All assets would be transfered to GovCo at a later date, when Iraq was fully stabilized and ready for a permanent government.
